About this foundation
A capability-gap measurement system for national technology strategies, built for the case where the honest answer is "we cannot yet measure this". The source paper's central complaint is not that Germany lacks ambition but that it lacks instruments: an internationally comparable evaluation of public AI research expenditure "is not yet available", the existing figures cannot be pinned down "due to classification reasons", and new indicators will have to be developed "as the data currently available is not sufficient".
